The primary purpose of this position is to assist in the execution of the installation's Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs.
Duties
Assists in the development and coordination of plans and procedures for implementation and execution of the Installation Emergency Management Plan (IEMP).
Assists in conducting initial/recurring training for functional areas of EM.
Maintains Emergency Management response equipment, training resources, and supply inventories.
Collaborates with on/off-base units and agencies on installation EM programs, policies, and procedures.
Serves as a CBRN Response team member.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks or will have within 120 days of the closing date of this announcement specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes knowledge of established emergency management principles, methods, and techniques sufficient to independently perform recurring assignments of conventional nature to control or eliminate hazardous conditions and risks which may cause injury to persons or damage property; practical knowledge of laws, regulations, policies, and procedures related to emergency management to interpret and explain the reasons and purposes for applying corrective/preventive measures and procedures.

EDUCATION: I have successfully completed a master's or equivalent graduate degree or have successfully completed two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (NOTE: You MUST supply an official copy of your transcript at the time of application)

COMBINATION OF EXPERIENCE AND EDUCATION: I have successfully completed some graduate level education and I have some specialized experience applying to the position of Emergency Management Specialist. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position. (NOTE: You must supply an official copy of your transcript showing related education at the time of application)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards and regulations, and/or technical orders, to include Occupational Safety and Health Administration (OSHA) directives as it pertains to hazardous materials response; National Response Framework organization, lines of authority, installation response roles and responsibilities, and natural disaster response procedures, training, and use of special equipment.
2. Knowledge of the capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/equipment. communications equipment and decontamination.
3. Knowledge of policy and procedures of Air Force Material Management System. AFMETCAL. National Incident Management System (NIMS). and the Air Force Incident Management System (AFIMS).
4. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations.
5. Skill of standard training techniques. methods, and materials sufficient to develop and present formal training and instructional sessions.
6. Ability to communicate effectively both orally and in writing,
Other significant facts pertaining to this position are:
1. Must have successfully completed or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
2. Must possess or be able to obtain and maintain, within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.
3. May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
4. This position is designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed form their military recall status in alternative for filling of the position during and emergency are not available. Key designation should be determined locally.
5. Air Force Certified All-Hazards (AFAHR) certification is highly desirable.
6. This position is required to maintain classified documents. Employee must obtain and maintain a secret security clearance.
7. Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
8. May be required to work outside normal duty hours.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
