This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serve as a Quality Assurance Specialist for munitions or munitions-related items in support of the acquisition planning, procurement, production, testing acceptance or storage of assigned items during the production/deployment life-cycle phase.
Perform audit and analysis functions to include conformance, product and process audits at government and commercial facilities.
Perform analysis of manufacturing and statistical process controls.
Serve as a resource for supporting answers concerning audits and analysis of contractor operations.
Provide necessary quality assurance (QA) support, policy, and guidance to government or commercial facilities.
Assists in performance of Quality Assurance (QA) engineering portion of Government Owed Contractor Operating (GOCO) configuration management support activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 36 months of entrance on duty.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Must file financial statement.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting in the monitoring of all aspects of quality assurance programs; assisting in evaluating contractor performance to ensure product quality; and participating in the evaluation of the overall quality for final product acceptance of ammunition items. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. You must attach a copy of transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You must attach a copy of transcripts.
Education can be substituted for experience.
