About the Position: Lake City Army Ammunition Plant (LCAAP) is a 3,935-acre U.S. government-owned, contractor-operated facility in northeastern Independence, Missouri, that was established by Remington Arms in 1941 to manufacture and test small caliber ammunition for the U.S. Army. Lake City performs small caliber ammunition stockpile reliability testing and has ammunition and weapon testing responsibilities as the NATO National and Regional Test Center.

Duties

Lead Quality Assurance Representative (QAR) Quality Manager responsible for all phases of product related quality assurance, engineering, and contract administration for assigned product, processes and multifunctional activities. Review contracts, technical data and multiple associated documentation for key quality points, to gain knowledge of requirements and identify contract deficiencies in technical and quality areas. Make recommendations for improvements to the Quality Assurance Supervisor. Identify, distribute, and balance workload and tasks and suggest changes to the Quality Assurance Supervisor, in accordance with established work flow, skill level and/or occupational specialization. Coach, facilitate, and/or negotiate coordinating team initiatives and consensus building activities among team members when requested by the Quality Assurance Supervisor. Approve or disapprove contractor's proposed corrective action and, when approved, evaluate implementation for successfully correction.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management- Foundational certification within 36 months of entrance on duty.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • This position may require shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position is a night shift position. Night shift differential means the differential paid for work performed when most of a prevailing rate employee regularly scheduled non overtime hours fall between 3 p.m. and 8 a.m.
  • This position requires occasional TDY up to 10%
  • This position may require the use of protective clothing.
  • Works at various building and lines to perform assigned duties during fair and inclement weather, day, and nighttime hours.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Contract SupportQuality AssuranceRisk Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
