About the Position: Serves as an Item Quality Specialist for Lake City Army Ammunition Plant (LCAAP). LCAAP is a U.S. government-owned, contractor-operated facility in northeastern Independence, Missouri that manufactures and tests small caliber ammunition for the U.S. Army.

Duties

Serve as a Quality Assurance Specialist for munitions or munitions-related items in support of the acquisition planning, procurement, production, testing acceptance or storage of assigned items during the production/deployment life-cycle phase. Perform audit and analysis functions to include conformance, product and process audits at government and commercial facilities. Perform analysis of manufacturing and statistical process controls. Serve as a resource for supporting answers concerning audits and analysis of contractor operations. Provide necessary quality assurance (QA) support, policy, and guidance to government or commercial facilities. Assists in performance of Quality Assurance (QA) engineering portion of Government Owed Contractor Operating (GOCO) configuration management support activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position may require 10% temporary duty travel (TDY).
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management- Functional certification within 36 months of entrance on duty.
  • Position requires a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the ArmyDrug-Free Federal Workplace Program).**
  • **Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.

Specialized experience required for the GS-11: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as 1) Assisting in the monitoring of all aspects of quality assurance programs; 2) Assisting in audits to ensure product quality; and 3) Participating in the evaluation of the overall quality for final product acceptance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-11, you may qualify if your education meets the definitions below. Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position, leading to such a degree, or completion of all requirements for an LL.M., if related, from an accredited college or university. Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualify experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36*) by 18. Add the two percentages. The total percentages must equal at least 100 percent to qualify you for that grade level. * Only graduate education in excess of the amount required for the next lower grade level may be used for qualifications.
