The incumbent serves as a Project Manager for Engineering Service (Projects Section) at the Sacramento Medical Center. The incumbent will make independent decisions about the appropriate allocation of time and effort to individual and collaborative projects and keep the Chief of Engineering informed at all times if there are any issues or failure of the plan which could lead to lack of execution according to established timelines.

Major duties and responsibilities include the following but are not limited to:
Serves as an authoritative source for decision and guidance dealing with compromise and changes in the program objectives
Implements overall program management guidance and policy
Oversees the management of program resource utilization (funds and manpower) to ensure effective resource utilization in compliance with the Northern California Health Care Systems (NCHCS) master plan
Provides management oversight and direction on the development of the NCHCS master plan
Resolves project issues with functional elements to assure optimum product schedule, cost, scope acquisition plan, budget and quality
Controls and manages project schedules, milestones, scopes, quality controls, risk, issues, communication management, and budgets from preliminary stages through design, construction, and operations as needed.
Monitors project funds and interim milestones allocated, consistent with scheduled work, and measures and monitors performance (earned value, metrics, and other project management performance methods) to assure commitments of all parties are being maintained.
Conducts assessments of documentation requirements for data/document management and training needs and formulates training agreements, programs, and courses to meet the business processes and software programs and mission.
Oversees and ensures contract employee requirements are met according to the guidelines established in the Statement of Work.
Plans and assigns work to be accomplished by subordinates who guide and control work. Makes decisions on work problems presented by subordinates and sets priorities and schedules.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07
For a GS-11 position you must have served 52 weeks at the GS-09
For a GS-12 position you must have served 52 weeks at the GS-11
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge require skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. ; knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.; skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related with a major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.. GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of high level multi-disciplinary project management and strategic planning skills related to the management of projects to support all program functions at a large and complex medical facility. : Ability to plan and conduct medical facility program reviews and analyses, and formulate study reports and recommendations regarding the effectiveness and efficiency of medical facility operating and support programs, operations and activities. Skill in qualitative and quantitative techniques of analyzing and measuring the effectiveness, efficiency, and productivity of project management practices.. OR,

GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of electrical, civil, mechanical, architectural and other engineering concepts, principles and practices. ; Knowledge of medical facility programs sufficient to evaluate accomplishment of overall programs, identify existing or potential problem areas, and recommend corrective action of preventive measures. ;Knowledge of budget formulation and execution in order to advise management on the financial implications of long range planning.. OR,
