The Northern California Veterans Affairs Health Care System (NCHS VA) is a Level 1b facility and ranks among a complex system in the VA serving the VA Sierra Pacific Network (VISN 21). The NCHCS offers a full range of comprehensive health care services including Dentistry, Geriatrics & Extended Care, Imaging, Medicine Services, Mental Health Services, Pathology & Laboratory Medicine Service, Primary Care, Radiation Oncology, Rehabilitation Services, Specialty Services, and Surgery.
Duties
Major duties include, but are not limited to the following:
Gives advise, counsel, instruction to employees and the service chief on administrative matters.
Manages and /or supports service projects independently on behalf of the service chief.
Serves a the primary human resource liaison for the ACoS of clinical informatics.
Time keeping
Supporting the workflows in Telehealth, MyHealtheVet.
Serves as PoC for the service budget
Determines pertinent issues and collects relevant information from a wide variety of sources.
The incumbent works closely with the Designated Learning Officer in the development of a curriculum and manages all aspects related to the onboarding of interns or fellows who come join the service for short period of time.
Integrate software applications for clinical services e.g. evaluating the unique needs of the clinical services, reviewing the effectiveness of the systems and procedures to assure optimum benefit to patient care activities, and troubleshooting when
Acts as the manager for the budget and all budget related activities for the service. Serves as the fund control point manager.
Additional duties as assigned.
Work Schedule: Full Time, Monday- Friday, 8:00am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-9 and a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For GS-12-
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: prepares and presents formal and informal presentations; prioritize work to ensure deadlines are met; perform the full range of routine and non-routine assignments with a high level of independence; perform complex projects independently, and Skill in qualitative and quantitative techniques.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
