The Incumbent serves as the integrator that coordinates the business process and software functions. The Incumbent of this position provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level. The Incumbent coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization performance.
Duties
Major duties include, but are not limited to the following:
The Incumbent coordinates ongoing data collection and performs analysis to determine optimal organizational performance
He/She uses available data to determine current performance and develops and Implements local performance measures as needed to assess current status and determine areas targeted for improved effectiveness and efficiencies of Business Office practices.
Develops initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner.
The incumbent performs a continuing evaluation and analysis to assess program effectiveness and to identify areas requiring management attention.
The incumbent identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems.
Work Schedule: Full Time, Monday- Friday, 8:00am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to coordinate activities with other services, programs and customers, and effectiveness in interpersonal relationships and communication; knowledge of the administrative and technical mission, organization and work processes of a large and complex medical facility; and Knowledge of budget formulation and execution.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education.

Physical Requirements: Work Is performed in an office setting with occasional visits to areas within the service as well as throughout the Medical Center. Work area is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
