This position is located at Bureau of the Fiscal Service, Finance and Administrative Services. As a Financial & IT Programs Analyst, you will be responsible for conducting analyses and managing complex reporting for all of ISS; as well as supporting ARC (Administrative Resource Center) IT in managing the servicing relationships across the Government.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Coordinate ISS financial management areas pertaining to multi-million dollar budget, cost analyses, and capital planning/reporting matters. Manage and coordinate project teams from multiple ISS service lines in regards to: reports and data; impact of financial management laws, regulations, and policies; enactment of new/modified policies and procedures; and communication, priorities, and deadlines. Prepare the Treasury Franchise Fund-Information Technology (TFF-IT) Congressional Budget Justification (CJ) and Annual Performance Report and Plan for submission to the Bureau of the Fiscal Service Comptroller, Treasury Department, and U.S. Office of Management & Budget (OMB). Train ISS-wide resources on new or changing policies, standards, and concepts.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Experience involving administrative work that is specifically financial in character, which involves analytical, technical, and administrative duties in one or more phases of the budgetary process sufficient to relate needs and accomplishments of the organization to anticipated and/or actual dollar figures in the budget. Examples of such experience for the GS-12 could include: - Monitoring the status of funds and/or financial transactions for an executive management level of an organization; OR - Managing the formulation of the annual budget for an executive management level of an organization; OR - Identifying, analyzing, and/or resolving budget and accounting related issues; OR - Providing guidance for the application of laws, regulations, and policies of budgeting and/or accounting: OR - Designing cost accounting methodologies for IT or other services. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-9 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes structured experience performing work involving analytical, technical, and administrative duties of a financial nature, to include obtaining, compiling, and summarizing narrative information and quantitative data for use by others regarding the matters or to prepare data-driven analyses. Examples of such experience for the GS-11 could include: - Formulating budgets on one or more funding sources (e.g. appropriated, reimbursable, etc.) with guidance from senior analysts and/or team leadership; OR - Examining, analyzing, and interpreting data, records; OR - Assisting management on unique budget matters and gaining acceptance for budget recommendations; OR - Working with the organization on funding requests and reporting needs, demonstrated by building strong working relationships with others across the organization; OR - Developing operating plans and working with higher level budget analysts for budget formulation and execution; OR - Supporting cost accounting processes needed to appropriately allocate IT or other service costs to customers; OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related OR You may qualify with a combination of specialized experience and education. If qualifying with education, a copy of your transcript is required to receive proper credit. For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes experience applying analytical and evaluative techniques to identify and resolve problems or issues that pertain to financial accounting processes with knowledge of associated regulations and policies to convey technical information to customers and staff while managing multiple priorities. Examples of this could include: -Assisting management in establishing reporting requirements and systems procedures and controls; OR -Providing basic technical advice, guidance, and recommendations to management and other personnel on non-critical issues; OR -Examining, analyzing, and interpreting accounting data, records, and reports; OR -Participating on audits, reviews, or specialized projects or studies of financial statements and operations; OR -Maintaining spreadsheets of detailed transactions and enters data as needed under the guidance of a supervisor. OR You may substitute education for specialized experience as follows: completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-9 grade level. For the GS-07, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes experience applying analytical and evaluative techniques to identify and resolve problems or issues that pertain to financial accounting processes and various accounting regulations and policies. Examples of this could include: -Processing accounting documents in an automated accounting system (e.g., Oracle); OR -Assisting with researching and/or analyzing accounting issues; OR -Working with standard practices, methods, and techniques pertaining to budgetary expenses. OR You may substitute education for specialized experience: successfully completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university. OR have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. A copy of transcript or list of college courses designating semester or quarter hours earned is required. OR You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks. Fort he GS-07, you must have been at the GS-05 level for 52 weeks.
