The Software Systems Engineering Branch is seeking a highly experienced individual to serve as the Lead Systems Engineer for the Advanced Communications Capabilities for Exploration and Science Systems (ACCESS) Project. You will provide systems engineering for systems' design, development, deployment, and operations. You will oversee contractors' performance, specify requirements, identify risks, and serve as a technical expert for RF and Optical Communications, Ground, and Flight Systems.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serve as the code 580 Technical authority and independent Systems Engineer for Ground, Flight and/or RF and Optical Communication Systems of the Advanced Communications Capabilities for Exploration and Science Systems (ACCESS) project.
Serve as a Task Monitor for Contract Task Orders as needed. Oversee and assess contractors’ activities to maintain task execution and progress toward ACCESS Systems’ development, integration, testing and operations.
Organize, chair, contribute to, and/or facilitate milestone/peer reviews, technical meetings. Ensure that Requests for Action are addressed, and that stakeholders’ expectations are established to the satisfaction of all parties involved.
Ensure conformance with appropriate NASA and GSFC standards (e.g., NPR 7123, NPR 7150, GOLD Rules).
Review and provide assessments for systems’ concept of operations, requirements, specifications, and test plans. Ensure that Interface Control Documents (ICDs) and Agreements are in place both for the Project and sustainment development efforts.
Document and oversee iterative testing and verification processes as needed to ensure that the system is ready for deployment and operations.
Work with development leads, operational leads, subject matter experts, and project personnel to develop and propose risks to Project as needed.
Report periodic status to project management and line management, including cost, schedule, issues, risks, accomplishments, and lessons learned.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Supporting the systems engineering process, including the development, integration and testing, operations, and/or maintenance of space systems;
Assessing contractors' activities to maintain task execution and progress toward Space Systems development, integration, testing and/or operations;
Serving on a software system's technical team and providing inputs to evaluations, technical reviews, and problem resolution.
GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Providing technical leadership in the systems engineering processes, including the development, integration and testing, operations, and maintenance of space systems;
Overseeing and assessing contractors' activities to maintain task execution and progress toward Space Systems development, integration, testing and/or operations;
Evaluating concept of operations, requirements, specifications, and test plans for space systems and providing expert assessments.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
