The Chief of the Software Engineering Division (SED) is responsible for planning, organizing, coordinating, and conducting programmatic activities falling within the role and mission of SED at Goddard Space Flight Center (GSFC).
Duties
The Chief Software Engineering Division:
Implements seamless, end-to-end software architectures in support of NASA programs and projects and specifically the GSFC science and technology focus areas.
Provides technology, capability and products in software engineering design, development, implementation and test and expertise in operations engineering to ensure optimal operability of information systems.
Works with the mission system implementation team to assure launch and operational readiness of mission systems and personnel.
Provides operations hardware not driven by flight systems.
Operates GSFC's world-class supercomputing and mass data storage facility which supports NASA and university communities with specialized computational processing and archiving services.
Leads the development of end-to-end software systems for flight, instrument, and ground systems for spaceflight missions.
Participates in the planning of future missions and in the development of standards to guide evolution of future software architectures and the implementation of software tools.
Partners with other Engineering technology directorates, GSFC Directorates, and NASA Centers, Space Operations Mission Directorate (SOMD), government and international agencies, industry, and academia. Maintains a strong outreach program with minority and educational programs.
Provides leadership and vision in identifying and sponsoring new and emerging software engineering technologies, such as generative Artificial Intelligence (AI), Machine Learning (ML), Augmented Reality (AR), Virtual Reality (VR) and information tools to enable future science missions, reduce mission cost, enhance data processing and product dissemination, and simplify mission design, development, and operation.

Requirements
- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- Must meet qualifications requirements by the closing date of this announcement.
Qualifications
You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.
To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.
If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATIONS:
MTQ 1- Demonstrated experience in leading and managing an organization responsible for identifying and sponsoring new and emerging software engineering technologies such as Artificial Intelligence (AI), Machine Learning (ML), Augmented Reality (AR) or Virtual Reality (VR), and information tools to enable future science/engineering missions.
MTQ 2- Demonstrated experience in leading independent technical assessments for an engineering program/project and providing solutions to mitigate risks.
Education
This position has a positive education requirement.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
