This position is part of the National Archives and Records Administration, Office of the Chief Records Officer. As the Chief Records Officer, you will lead records management throughout the Federal Government, with an emphasis on electronic records, and assesses the effectiveness of Federal records management policies and programs.

Duties

As a Chief Records Officer, you will: Support the Archivist of the United States by communicating across the Federal Government, the mission-critical importance of Federal records management; communicate to executive and staff levels of government about records management responsibilities, and about records management developments and issues relative to compliance with statutory records management requirements. Ensure improvement of appraisal, scheduling, training access, and preservation of records through oversight of records management in federal agencies, especially for electronic records. Evaluate subordinate units' objectives, policies, procedures, their plans for short- and long­ term effectiveness, their resource utilization and stewardship, and their financial due diligence. Collaborate with NARA's Director, Congressional Affairs in briefing and testify before Congress on records management matters. Provide executive direction supporting front-line teams and their management, encouraging their authority to propose process improvement and services development/delivery for better customer service.

Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical qualifications (TQs) and executive core qualifications (ECQs). These would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Experience must be at a level of difficulty and responsibility comparable to the GS-15 level in Federal Service. A. TECHNICAL QUALIFICATIONS (TQs) All applicants must address how their knowledge and experience relates to the following TQs. TQ 1: Demonstrated leadership role in one or more of the following areas: records appraisal, providing records or information management training, records or information management policy or guidance development, and/or evaluation of records management processes. TQ 2: Demonstrated experience interacting with senior level representatives of Congress, Federal agencies, industry, media/press, and/or public interest groups to explain policies or initiatives to meet regulations and requirements and garner support for the initiative. B. EXECUTIVE CORE QUALIFICATIONS (ECQs) Applicants must address how their knowledge and experience relates to the following ECQs.
