The selectee serves as a Management and Program Analyst for the office of Financial and Administrative Management (FAM), U.S. Merit Systems Protection Board (MSPB). The selectee creates, reviews, evaluates, and analyzes data reports to respond to internal and external requests for routine and non-routine information. They are also responsible for a variety of complex, non-routine tasks associated with policy management, reporting, performance management, data, and process management.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Provides significant input in the development and establishment of policies, plans, and procedures for MSPB. Develops proposed policy and procedural guidance involving all FAM functions for issuance to offices at headquarters and the regions. Ensures proper and timely attention is devoted to high level, top priority, urgent, and/or controversial issues, problems, new management requirements or situations which arise. Serves as the lead for managing all data inquiries within FAM, which may be routine or new/undefined. Manages and monitors FAM created and controlled data, serves as liaison to other support units to respond to departmental and congressional requests. Coordinates and collaborates with FAM staff and other MSPB offices and functions to maintain, modify, or implement systems and reports for collection and analysis of data as required by law. Collaborates with FAM staff to understand data challenges and make recommendations to management to enhance ineffective program polices or practices.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience in data collection and analysis. Preparing and coordinating responses to managers or other staff members regarding financial and administrative programs and reports. Advising and assisting on administrative matters. Reviewing, assessing, and analyzing policies and practices related to program management. Note: There is no education substitution for this grade level. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Performing statistical analysis on large volume of reports, analyses, and other statistical data. Managing and operating financial and administrative programs. Negotiating and implementing recommendations across organizational lines. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
