About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE.Serves as an IT Specialist and Database Administrator for all assigned applications and databases.

Duties

Design, develop and implement databases and applications; manage all aspects of their Confidentiality, Integrity and Availability. Monitor database performance and identify areas for database optimization. Design and implement process solutions using Power Platform apps, flows, pages, and reports. Perform troubleshooting, problem solving, upgrading, and debugging activities related to the operation and maintenance of Power Platform, MS Excel/Access, MS SQL Server, and other authorized Relational Database Management System (RDBMS). Administrate the organization’s cloud environments. Test and install patches from DoD IAVM program in a timely manner to ensure functionality of cloud services and data processing integrity. Perform prescribed backups of authorized RDBMS databases and coordinate backups with maintenance personnel and System Administrators. Conduct database restoration and work with maintenance personnel to restore data in the event of system failure or cyber incident response. Develop and administer organizational file stores to backup and retrieve data and implement standards for the proper handling of data. Analyze and define data requirements and specifications. Provide necessary support and documentation in support of Risk Management Framework (RMF) documentation and accreditation efforts. Investigate, analyze, and respond to cyber incidents within the network environment or enclave. Assist in conducting damage assessments. Preserve evidence of potential classified spills and other cyber incidents.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position is designated as IAT/IAM II for IA/cybersecurity certification. Selectee must obtain and maintain appropriate certification compliance IAW DoD 8570.01 or other applicable requirement as directed within six months of hire.
  • Two year trial/probationary period may be required.

Using computing tools to create new databases or adjust function and capacity of existing databases; 3.) Optimizing database efficiency and performance through data tuning efforts; and, 4.) Managing and/or responding to information systems security incidents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
