Duties

WHAT IS THE HUMAN CAPITAL OFFICEDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Strategy and Planning, Workforce Planning and Analysis Office The following are the duties of this position at the full working level. The incumbent of this position serves as a Human Resources (HR) Specialist in the Human Capital Office's (HCO) Office of HR Strategy & Transformation, Human Capital Strategy and Planning (HCSP) Division, Workforce Planning and Analysis Office (WPAO). The office prepares and provides rigorous workforce data analytics and reporting solutions based on business needs; analyzes human capital workforce projections and integrates a diversity of perspectives into Human Capital Management (HCM) design and delivery approaches; collaborates with key internal stakeholders to create and support agency-wide workforce requirements; partners with leadership to sponsor and implement HCM initiatives that strengthen the IRS workforce; and manages all corporate aspects of the agency-wide Succession Planning and Review (ESPR) process. The incumbent serves as a technical HR expert responsible for devising, operationalizing, and maintaining workforce planning (WFP) strategies, policies, processes, and systems as well as overseeing and managing various WFP studies and projects for agency-wide application. The incumbent serves as a key advisor to management and ensures that WFP program requirements are met and fully compliant with Department of Treasury, OPM, and other Federal statutes/regulations/policies while also achieving optimum delivery of the specified products and services to multiple business unit customers. The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. As experience and knowledge are gained and competency is demonstrated, the employee is gradually given more freedom to make independent judgments and decisions. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-09, but if the position has career progression to GS-12, then you may move from a GS-09 to a GS-12 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-7) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience assisting customers and/or management on a wide range of principles, practices, and advisory services related to a Human Resources (HR) specialization. Experience assisting with conducting a variety of HR related analytical studies involving programs, systems, or issues having impact on multiple divisions; assisting with special projects and/or programs. Experience utilizing HR information systems to input or retrieve data, verify stored data, and conduct research, and experience with written and oral communication techniques sufficient to prepare routine correspondence, reports of findings, and deal effectively with employees and management. OR you may qualify based on education as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.B or J.D. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-9) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience utilizing a comprehensive knowledge of HR concepts, practices, laws, regulations, policies, and precedents to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices; assisting customers and/or management on a wide range principles, practices, and advisory services related to a Human Resources (HR) specialization. Experience with analytical research techniques to identify, evaluate, and recommend appropriate HR interventions to resolve complex problems and issues. Experience assisting with conducting a variety of HR related analytical studies involving programs, systems, or issues having impact on multiple divisions; assisting with special projects and/or programs. Experience assessing and evaluating effectiveness of programs or processes including reviewing existing guidelines and proposing improvements, changes to, or new practices and procedures. Experience utilizing HR information systems to input or retrieve data, verify stored data, and conduct research, and experience with written and oral communication techniques including preparing and delivering presentations, briefings, or reports of findings and recommendations to multiple assigned business units and management. OR you may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.M. in a field if study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR you may qualify with at least one (1) year of combined education and experience as defined above. SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-11) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience utilizing a comprehensive knowledge of HR concepts, practices, laws, regulations, policies, and precedents to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices; assisting customers and/or management on a wide range principles, practices, and advisory services related to a Human Resources (HR) specialization. Experience with analytical research techniques to identify, evaluate, and recommend appropriate HR interventions to resolve complex workforce planning problems and issues. Experience conducting a variety of HR related analytical studies involving programs, systems, or issues having impact on multiple divisions; serving on special studies or project teams; and utilizing project management concepts, principles, rules, and related practices and using a system to schedule, review, control, and report on project status. Experience assessing and evaluating effectiveness of programs or processes including reviewing existing guidelines and proposing improvements, changes to, or new practices and procedures. Experience utilizing HR information systems to input or retrieve data, verify stored data, and conduct research, and experience with written and oral communication techniques including preparing and delivering presentations, briefings, or reports of findings and recommendations to multiple assigned business units and management. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
