WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION?

Vacancies will be filled in the following specialty areas:
Human Capital Office of Human Resource Strategy IRS University
This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs.
The following are the duties of this position at the full working level.
Managing Human Capital Internet and systems development projects from design to support
Integrating current stand-alone products with new Human Capital systems
Providing Contracting Officer's Technical Representative (COTR) services in the acquisition of vendor developed systems and products and additional vendor support services
Evaluating the effectiveness of installed Human Capital systems and services
Providing advice on and devising solutions to a wide range of Human Capital issues - Providing consultation services to various Human Capital divisions in the development of technological solutions.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
GS-11 QUALIFICATIONS: You must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience includes: Experience applying human resources personnel payroll concepts and practices, as well as consultative skills; experience using knowledge of research, fact-finding, and evaluative techniques in order to perform research and analyze results; experience using personnel/payroll automation to accomplish workload and research, verify accuracy of personnel and payroll information, prepare report/graph presentations, data retrieval, and to prepare written guidelines and recommendations. Examples of qualifying work experience include: Participating as a specialist/analyst for major payroll human resources functions or equivalent organizations, analyzing personnel problems, implementing changes in human resources requirements that will meet future mission demands, ensuring accuracy of personnel employee payroll information, and training Personnel/Payroll employees in the operation and maintenance of system equipment.
OR you may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR LL.M. in a field if study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR you may qualify with at least one (1) year of combined education and experience as defined above.
GS-12 QUALIFICATIONS: You must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience includes: Experience applying a wide range of advanced human resources personnel and payroll concepts and practices, as well as consultative skills; experience utilizing research, fact-finding, and evaluative techniques to perform extensive research and analysis; analyzing major payroll human resources functions and personnel problems. Experience using personal computer and internal automation to accomplish complex report/graph presentations, ensure accuracy of employee personnel and payroll information, data retrieval, and to prepare written guidelines and recommendations, and knowledge of human resources automated systems to provide technical advice, guidance, and recommendations to management on issues/problems in the areas of applications software and Internet technologies. Examples of qualifying work experience include: Participating as an analyst for major payroll human resources functions or equivalent organizations, analyzing personnel problems, implementing changes in human resources requirements that will meet future mission demands, and ensuring accuracy of personnel employee payroll information.
GS-13 QUALIFICATIONS: You must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience includes: Experience applying a wide range of advanced human resources personnel and payroll laws, regulations, concepts, and practices, as well as seasoned consultative skills. Knowledge of HR applications (i.e., HR Connect, USA Staffing) and the design of automated systems, and knowledge of project management principles and methods to plan, design, develop, test, integrate, and deploy HR systems. Experience utilizing research, fact-finding, and evaluative techniques to perform extensive research and analysis and analyzing major payroll HR functions and personnel problems. Experience using personal computer and internal automation to accomplish complex report/graph presentations, ensure accuracy of employee personnel and payroll information, data retrieval, and to prepare written guidelines and recommendations, and knowledge of human resources automated systems to provide technical advice, guidance, and recommendations to management on issues/problems in the areas of applications software and Internet technologies. Examples of qualifying work experience include: Participating as a senior analyst for major payroll human resources functions or equivalent organizations, analyzing personnel problems, implementing changes in human resources requirements that will meet future mission demands, and ensuring accuracy of personnel employee payroll information.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
