The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

Applies basic analytical and evaluative techniques in order to identify and recommend resolutions to issues or problems of a procedural or factual nature. Works closely with the SRE staff in order to provide technical assistance and keeps abreast of current regulations, policies and procedures. Adheres to established methods in order to assist in studies pertaining to audits, inspections, and evaluations and investigations. Assists senior analyst performing evaluations and analysis, on a qualitative and quantitative basis, in order to ensure the effectiveness of programs or operations in meeting assigned goals, measures, and objectives. Based on instruction, conducts segments of surveys and research projects that will be used as supporting documentation. Supports senior analyst responsible for providing advisory services involving substantive issues and potential impact in order to assess the effectiveness of program operations. Supports senior analyst responsible for conducting management audits or evaluations that focus on the objectives, identifies techniques or methods to use in gathering data and documentation and/or research involving substantive issues of a highly complex scope. Based on instructions, support senior analyst responsible for implementing analytical and evaluative methods in order to select and apply appropriate program evaluation and measurement techniques when determining a program's efficiency and effectiveness in meeting assigned mission and objectives. Assists senior analyst who are conducting broad and difficult assignments involving interfaces and interrelations between and among programs, systems, functions, policies and various issues. Based on instruction, gathers factual information in support of major tasks involving evaluating the efficiency and effectiveness of program and functional operations in order to determine compliance with DHS laws and regulations and/or annotating suspected abuse or illegal acts. Based on instruction, implements measurement criteria, procedures, and instruments to meet the needs of assigned projects/tasks. Based on established processes and procedures, collects, reviews, and evaluates repetitive factual data. Assists senior analyst, responsible for presenting findings, options, and recommendations, via briefings, staff reports, project papers, etc. Attends discussions, meetings, and conferences with agency staff in order to gain knowledge and experience in conducting meetings, exchanging information, negotiation tactics, appropriate use of investigative techniques when completing analysis, etc. (100%)

Qualifications

Recent Graduates must have completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Exceptions are made for veterans, as defined in 5 USC 2108, who, due to military service obligations, were precluded from applying to the Program during the two-year eligibility period described above. These individuals have a full two-year period of eligibility upon their release or discharge from active duty. You qualify for the GS-07 grade level if you have at least1 year specialized experience equivalent to the GS-05 grade level in Federal service or equivalent experience in the private or public sector. Examples of specialized experience may include: performing research of laws/regulations; extracting, reviewing, and consolidating information from a variety of sources; and assisting senior analysts in the preparation of reports; OR Applicants may have completed one full year of graduate level education or may have a bachelor's degree and meet one of the requirements for superior academic achievement (usually GPA of 3.0 out of 4.0 in undergrad, or 3.5 for all courses in the major) OR Applicants may qualify with a combination of experience and education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date09/23/2024 of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
