Duties

WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office, Office of Human Resource Strategy, IRS University This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs. The following are the duties of this position at the full working level. Provides expert advice and authoritative information to top management, training program managers at headquarters and field sites, to course developers, and task forces members on all aspects of IRS Leadership development. Conducts leadership development needs assessments with senior Division Executives as part of the strategic and operational planning cycle to determine fiscal year budget and resource requirements. Evaluates and develops course objectives, criterion-referenced test, and education materials for operating programs. Conducts program reviews by analyzing course and training effectiveness through on-site visits to locations where leadership training is being administered and by making changes that improve guidelines, operational activities, and educational materials. Provides educational expertise to subordinate training staffs on technical aspects involving course revisions or developments giving emphasis to format, scope, continuity, objective, sequencing, methodology, and media selection. Analyzes responses from level I and II feedback systems and implements changes to correct identified deficiencies. Designs and analyzes level III feedback systems and revises/improves curriculum offerings as needed. Develops new systems for evaluating educational needs in unique leadership program areas. Serves as a lead or principal team member to coordinates the development, administration, and implementation of pilot classes and course development projects. Researches, identifies, and develops criteria and procedures to conduct program evaluations and measure leadership program accomplishment.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience in the application of the laws, theories, principles, and practices of human resources development, specifically, curriculum review and assessment. Experience independently conducting needs assessments, curriculum design, and curriculum development. To be qualifying your experience should demonstrate an understanding of a wide range of human resources management programs, experience with communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties, and utilizing consultation and facilitation techniques and methods. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
