You will serve as a HUMAN REOURCES SPECIALIST in the ARCTIC SECURITY STUDIES, MISSION SUPPORT DIVISION (MSD) of DDHBAP ASIA PACIFIC CENTER FOR SECURITY STUDIES.

Duties

You will serve as an HR specialist exercising knowledge and skill in applying HR methods, principles, and evaluate methods/sufficient to advise on or resolve moderately complex problems. You will provide staffing advisory services based on the serviced Command's local, regional, or national staffing priorities and takes proactive measures to anticipate the Director/Commanders' needs. You will advise management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs. You will assist performances program manager with maintaining and monitoring performance plans, mid-year, and final performance appraisals. You will assist supervisors in using DCPDS to complete performance actions annually. You will write vacancy announcements and produces referral lists. You will verify employment eligibility, qualifications, salary determinations and sets pay.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Providing comprehensive HR and administrative functions by analyzing data and resolving complex issues to ensure project deadlines are met efficiently and effectively. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing staffing and recruiting duties by utilizing HR program (e.g. DCPDS) to analyze data for completion to ensure efficient workforce operations to meet organizational goals. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher-level graduate education leading to a master's degree

OR

OR

A combination of experience and graduate education as described above that equates to one year of experience
