Duties
In-Office Requirement:
The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role.
The Research and Insights Solution Center (RISC) is the chief data and research component of the OIG, comprised of data scientists, data analysts, programmatic subject matter experts, geographic information system professionals, data engineers, research specialists, economists, and public policy analysts. Our analytics group offers the opportunity to drive value to the organization by designing and developing analytical solutions for auditors, investigators, and researchers.
The RISC analytics group is currently seeking an experienced Data Scientist who will analyze both internal and external data and apply their comprehensive and expert knowledge to advise RISC on needs, operational impacts, strategic objectives, and other related issues.
Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Journey Band level, equivalent to a GS-9 to GS-11. The salary range for this position is $68,405.00 - $107,590.00. The salary figures include locality pay. Promotion potential to a GS-13 equivalent is at management's discretion.

Leverage USPS and 3rd party data sets to identify trends, risks, and appropriate solutions for complex issues that involve major areas of uncertainty in approach, methodology, or interpretation
Design experiments, tests hypotheses, build, and deploy scalable models in production environments using data science and artificial intelligence (e.g. machine learning, natural language processing, computer vision)
Design and maintain data pipelines to support machine learning systems
Automate model training, deployment, and monitoring of performance, drift, and other anomalies
Apply best practices of software engineering to machine learning, including automation and CI/CD pipelines
Develop statistical models and methodologies to predict, quantify, and evaluate various business metrics in support of audit, investigative, and business objectives
Provide expertise and assistance in integrating advanced analytics with business intelligence products and other solutions
Use relational and graph databases, data lakes, and other data environments to wrangle large and disparate data sets to create a variety of analytic products and visualizations such as business intelligence tools, summary tables, comparison graphs, and link analysis charts
Present analytic findings to the organization through understandable reports and visualizations
Assess new technologies for solving business problems, including conducting proof of concepts to assess applicability, quality, and functionality
Research, design, develop, adapt, and enhance analytical and reporting solutions using a range of analytics techniques, methods, and tools
Make recommendations regarding how data is collected, used, and managed
Use expert level knowledge to identify and develop analytical insights using structured and unstructured data from criminal intelligence platforms, public information sources, Postal Service databases, reference manuals, and audit and law enforcement reports
Develop and review written materials and presentations to convey information, make recommendations and improvements concerning complex programs and functions to internal and external audiences, demonstrating varying levels of understanding of the organization's programs and activities
Act as the subject matter expert for data analytics as it pertains to both predictive and prescriptive analysis and ensure alignment with industry best practices. Educate and empower the organization to apply new analytic techniques and software
Prepare comprehensive documentation for requirements, test plans, user manuals, technical diagrams, and training materials
Requirements

- Must be able to obtain and maintain Moderate Background Investigation security clearance.
- Must be able to obtain and maintain a government-issued credit card.
- May be required to successfully complete a 12-month probationary period.
- Must be able to report to work at the USPS OIG office located in Arlington, Virginia.
Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
Bachelor's degree from an accredited college or university.
Must have demonstrated understanding of data science principles and business requirements gathering and their application in a business context.
Must have proven ability to thrive in a fast-paced environment with multiple priorities utilizing project management processes.
Must have experience in using an object-oriented programming language (Python (preferred), R, Scala, Rust, or Java) for data science and/or machine learning projects.
Must have experience with ML frameworks and libraries (e.g. TensorFlow, PyTorch, or Scikit-learn).
Must have experience developing and presenting analytically derived findings to a business audience utilizing business intelligence tools such as PowerBI (preferred), Tableau, Qlik, or other similar products.

DESIRABLE QUALIFICATIONS
Practical experience with cloud platforms such as Azure (preferred), AWS, or GCP
Experience utilizing notebooks and tools (Databricks (preferred), Jupyter Hub, MLFlow, Prefect, or Seldon) for experiment tracking, model management, and workflow automation
Experience in web app development utilizing front and back-end languages, libraries, and frameworks (e.g. HTML5/CSS, JavaScript, Typescript, jQuery, Bootstrap, Angular, Flask, Django, REST/SOAP APIs)
Experience with and an understanding of DevOps pipelines and familiarity with the principles of continuous integration and continuous deployment (CI/CD) practices

Skill in training, tuning, evaluating, and using machine learning models using object-oriented programming languages (e.g. Python, R,)
Demonstrated knowledge and skills with analytical problem solving, data analytics, analysis tools (e.g., Esri, Power BI), and Python programming
Strong ability to provide presentations or briefings of technical information both orally and in writing to clearly communicate analytical products, conclusions, and recommendations to executives, peers, and other stakeholders
Ability to set goals, priorities, and complete high-quality work in a timely, efficient, and professional manner applying project management practices such as agile or DevOps
