This position is located with the Bureau of Indian Affairs, Southern Plains Region, Office of the Regional Director, Branch of Real Estate Services in Anadarko, Oklahoma. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Assist with planning, developing, and implementing the trust real estate services program for efficient processing of applications for patents, removal of restrictions, disposals, acquisitions, rights-of-way, surface, and subsurface leasing and permitting. Provides technical assistance in all areas of real estate management and decision-making activities. Performs audits of real estate management practices, real estate transactions, and legal instruments preparation to assure conformance with legal, statutory, regulatory, and policy requirements. Serves as the Region's advisor in the field of Indian trust real estate management. Coordinates recordation activities with Land Title and Records Office, agencies, and tribes; and assists in corrective actions to cure title defects. Implements operational policies, techniques, and procedures to assure the correlation of activities with other Bureau programs to accomplish management of objectives and economic development and the application of sound technical judgment, procedural adequacy, and the completeness of real estate transactions. Assist in the supervision of the work of Regional realty staff.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170). SPECIALIZED EXPERIENCE GS-13: 1 year of specialized experience equivalent to the GS-12 grade level in the federal service. Specialized experience includes work which involved providing oversight over realty and probate functions for a unit planning work to be accomplished; meeting deadlines; and reviewing work to verify completeness, correctness, consistency, compliance, or authenticity. Provided technical assistance in the acquisition of real property; management of real property in the administration of federally owned; Indian-owned or leased space or property; preparation for disposal, or disposal of real property requiring a knowledge of real estate laws, principles, practices, and markets; and providing technical assistance to optimize the use of trust real property resources and assure legal and procedural compliance. EDUCATION: This position does not have an education qualification requirement. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
