This position is located with the Bureau of Indian Affairs, Southern Plains Region, Anadarko Agency, Branch of Real Estate Services in Anadarko, Oklahoma.

NOTE:
TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Duties
Use in-depth knowledge of laws, regulations, policies, and procedures to implement Indian land real estate program activities resulting in timely and efficient processing of rights-of-way, surface and subsurface leasing and permitting, and other contracts and agreements.
Provide oversight for management of trust and restricted Indian lands to ensure the protection, conservation, and prudent utilization of natural resources.
Serve as an advocate in assisting Tribes and Indian landowners with respect to the utilization of trust and restricted property holdings.
Provide guidance to lower graded realty staff and review completed work to confirm and advise on accuracy of transactions, release of information, completeness of processes, etc.
Analyze federal Indian real estate transactions, including applications, land descriptions, appraisals, and other documents to ensure compliance with statutory authority, laws, regulation, policies and/or procedures.
Analyze requests for the use of Indian-owned trust assets to determine the compatibility of the proposed uses with agency mission and owner needs, while concurrently resolving any problems that may arise.
Responsible to collaborate and coordinate contract transactions to ensure that all necessary clearances and procedures have been secured and completed.
Utilize on-site inspections and reporting to monitor federal Indian land activity for compliance with leases and contracts.
Recommend corrective action in accordance with laws and regulations in response to federal Indian lease and contract violations.
Prepare comprehensive federal Indian real estate documents that specify facts, findings, and recommendations using clear and concise language, and correct grammar and punctuation to support decision making considerations.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170).
SPECIALIZED EXPERIENCE GS-11 I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-09 in the Federal Service (obtained in either the public or private sector). This experience must include oversight to management of trust and restricted property; perform on-site inspections for compliance; recommend corrective action or changes where needed; analyze land transactions such as applications, land descriptions, appraisals, NEPA, TSR, title document and other clearances for compliance; respond to technical inquires and explains realty services and processes in for contract management operations; consult with beneficiaries, lessees, landowners and other interested parties for contracting process, options, and other land needs.
OR
EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related.
SPECIALIZED EXPERIENCE GS-9: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). This experience includes responding to technical inquiries and explaining Realty services and processes; prepare draft realty transactions of moderate difficulty for review and approval; prepare and publish advertisements of tracts for leases or contracts. Maintain and retrieve information from automated systems; analyze transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance.
OR
EDUCATION: Master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); OR LL.B. or J.D., if related to this position.
SPECIALIZED EXPERIENCE GS-7: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-5 in the Federal Service (obtained in either the public or private sector). This experience is to prepare draft routine realty transactions for review and approval; prepare advertisements of tracts for leases or contracts for review. Write land descriptions for use in transactions; perform quality assurance on detail transaction data, contracts and easements; complete records for compliance with established record management.

EDUCATION: 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent); OR Superior Academic Achievement (SAA).
GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA' s) to perform successfully the duties of the position and is typically in or related to the position to be filled.
