Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is located in the Office of the Chief Management Officer (OCMO), Administrative Services Division (ASD), Business Services Unit (BSU). This unit provides the administrative services for domestic and international travel, interagency logistics, and payables. The incumbent serves as a Supervisory Management & Program Analyst overseeing the unit activities related to management and program analysis, administrative management, budget, finance, payables, travel management, timekeeping, project management, and interagency logistics.
At the full performance level, duties include, but are not limited to: (for multiple graded positions)
Serves as Director of BSU responsible for developing business resource management policies and procedures for the Business Services Unit and EXIM. Serves as a representative and liaison to other agencies and external organizations on matters pertaining to senior leadership participation in business meetings, speaking engagements, and other events.
Research, drafts, and collaborates with subject matter experts on the revision and approval process for EXIM-wide administrative policies which comply with relevant statutes, regulations, and related policies, and addresses practical EXIM-specific operational concerns.
Assures timely and effective management decisions and actions are taken to support program objectives.
Develops new and innovative ways to measure program accomplishments, results, and effectiveness. Employs advanced qualitative and quantitative techniques to analyze, evaluate, and improve BSU's programs in headquarters and the regions. Collects, reviews, interprets, and analyzes data and prepares findings and recommendations for senior management regarding BSU's overall program effectiveness.
Reviews and analyzes business, technical, and administrative data that typically comes from diverse sources. Ensures the adequacy and accuracy of data to the extent possible. Identifies relationship among data elements and recognizes the relative significance of those relationships and potential impact on the program. Makes recommendations to the ASD Administrative Officer (AO), Deputy Chief Management Officer (DCMO) and Chief Management Officer (CMO) and provides options on how to address and resolve potential issues. Establishes and maintains the Business Services Unit performance metrics. Identify opportunities for process improvement in the Business Services Unit.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience; with the reconciliation of Centrally Bill accounts and Metro Transit Subsidies.
Experience; reviewing travel authorizations and vouchers and
Experience interpreting Federal Travel Regulations
Experience developing plans, policies, procedures
Education cannot be substituted for experience at the GS-14 grade level.
