Duties
This Program Specialist position is located Direct Reports (DR), Civil Rights & Liberties, Ombudsman and Traveler Engagement (CRLOTE), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Administers or serves as contributing specialist or team lead for small program(s), or segments of programs/projects or initiatives under the direction of the supervisor or program lead.
Monitors program performance; compiles data and information on performance metrics. Conducts analyses to identify areas in need of process improvement.
Advises managers and employees on policies and procedures, promoting understanding of program purpose and requirements. Assists in identifying procedures inconsistent with established Agency directives.
Assists in designing or conducting studies or surveys to solicit information on the use and impact of programs. Proposes new methods or metrics to track program efficiency and effectiveness.
Qualifications
To qualify at the SV-H (GS-12) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-G (GS-11) in the Federal service. Specialized experience MUST include all the following:
Analyzing and evaluating operational processes to recommend improvements in data collection systems, administrative processes, and policies, contributing to programs or projects; and
Developing business requirements and processes related to case management, monitoring program performance, analyzing metrics, and identifying areas of improvement; and
Applying management principles, organizational theory, and analytical techniques to advise on policies and procedures, ensuring alignment with directives; and
Using analytical methods and procedures to design and conduct studies and surveys, proposing metrics to track program efficiency and effectiveness.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
