This position is located in the Bureau of Overseas Buildings Operations (OBO), Operations Directorate (OPS), Office of Safety, Health and Environmental Management (SHEM), and is assigned to the Technical Operations Support (TOS) Staff. SHEM’s mission is to minimize risk to life, health and safety for all Department of State and other Federal Agency (under Chief of Mission authority) employees and overseas family members supported by the Department.

Duties

Prepares reports and makes recommendations to guide post towards hazard abatement using problem solving skills that account for technical and cultural aspects. Review and oversee of the safety, health and environmental management program. Ensure practical engineering methods, techniques and construction materials to develop and to evaluate occupational and environmental health criteria are applicable to the design, construction, and maintenance of facilities. Specifies equipment and control methods to protect employees, the public and environment from toxic chemicals or physical agents, specifies analytical information to monitor toxic chemicals or physical agents such as radiation, noise and heat stress. At the GS-11 and12 levels, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.   NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants MUST meet the required basic entry qualification requirements described below. BASIC REQUIREMENTS: The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor’s or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR, A bachelor’s degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR, Certification from the American Board of Industrial Hygiene (ABIH). Courses in the history or teaching of chemistry are not acceptable. Evaluation of Education: All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Evaluation of Experience: Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. Applying at the GS-11 level: IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST also meet one of the requirements listed below: Have at least 1 full year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service. Qualifying specialized experience must demonstrate the following: Experience conducting inspections to identify safety, health and environmental hazards at both residential and occupational sites. Experience applying the control measures to mitigate or eliminate occupational, residential, or environmental hazards. Experience analyzing health and safety hazard data to identify patterns and make recommendations to reduce risk. OR Have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled. OR Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. Applying at the GS-12 level: IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Qualifying specialized experience must demonstrate the following: Experience identifying and specifying control methods for occupational health, safety, and environmental issues including noise, heat stress, chemical exposures. Experience developing safety, health, and environmental policies and programs including at locations outside of the United States. Experience utilizing analytics tools such as Tableau or Power BI to analyze health and safety hazard data to identify patterns and make recommendations to reduce risk. Applying at the GS-13 level: IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following: Experience addressing occupational health and safety problems and evaluating and mitigating risk through raising awareness, implementing exposure reduction solutions, and implementing effective safety and health programs. Experience developing, and managing safety, health, and environmental policies and programs including at locations outside of the United States. Experience utilizing analytics tools such as Tableau or Power BI to design and create custom reports, analyze health and safety hazard data to identify patterns, and make recommendations to reduce risk.
