The position is located in the Bureau of Overseas Buildings Operations (OBO), Operations Directorate (OPS), Office of Safety, Health, and Environmental Management (SHEM). SHEM is responsible for the administration of the Department's overseas safety, health and environmental management program at 260 embassies and consulates throughout the world. The incumbent serves as a senior Industrial Hygienist and leading authority in the safety, health and environmental management fields.

Duties

Develops, manages, and oversees the Department’s Event Data Recorder program and Motor Vehicle Safety Program for overseas posts including developing plans and policies; development of statistical data systems and evaluation of program performance. Conducts onsite investigation of Class A mishaps involving fatalities, occupational accidents, serious injury/illness, significant property damage, etc. Makes necessary contact with senior Department personnel, and/or outside agencies to assess the effectiveness of remedial actions. Provides leadership, oversight, and direction necessary to ensure the implementation of a comprehensive worldwide field program necessary to identify, evaluate, and control hazards in living, working and ambient environments. Interprets Federal/Departmental standards/regulations and provides senior management officials the oversight and direction needed to implement requirements; advises top management on safety, health and environmental issues and performance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants MUST meet the required basic entry qualification requirements described below. BASIC REQUIREMENTS: The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A. A bachelor’s or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR B. A bachelor’s degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR C. Certification from the American Board of Industrial Hygiene (ABIH). Courses in the history or teaching of chemistry are not acceptable. Evaluation of Education: All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Evaluation of Experience: Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience must demonstrate the following: Experience managing an event data recorder program in an overseas environment and analyzing data and working with sites to improve motor vehicle safety. Experience managing mishaps, including providing guidance on investigation and corrective measures. Experience analyzing mishap data to identify trends and to promote safe work practices.
