As a Personnel Security Specialist, you will ensure a secure environment for intelligence information in support of DOE and other National Security programs and policies; manages the Director of National Security's Sensitive Compartmented Information programs within DOE; and provides overall security support to the DOE intelligence complex
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As a full performance level GS-12, Personnel Security Specialist, you will:
Analyze requests for Sensitive Compartmented Information (SCI) access submitted by Department of Energy (DOE) employees and DOE contractor offices, verify "need to know" criteria, and determine eligibility for access.
Determine when additional investigative information is required and initiates written requests for additional coverage.
Provide written analysis and recommendation on how to best resolve complex and/or sensitive security concerns.
Schedule and conduct personnel security interviews in selected cases and evaluates the results of the interviews with recommendations for appropriate and final action in each case.
Develop a security awareness and education program for DOE headquarters and laboratory security personnel to use for security education purposes specifically focusing on the requirements of the SCI program.
Arrange for psychiatric and/or psychological determination under appropriate authority to obtain competent medical opinion concerning unresolved security concerns in areas such as mental health, illegal drug use, and/or alcohol abuse.
Requirements

- This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
- The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- Limited telework may be available based upon mission requirements of the position.
- This position is not included in a Bargaining Union.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following
Handling personnel security actions for Sensitive Compartmented Information (SCI) and Restricted Data to assess eligibility for access.
Detecting security breaches to evaluate the effectiveness, appropriateness, and consistency of corrective actions designed to prevent future incidents.
Assisting to conduct security awareness briefings on the protocols for protecting Sensitive Compartmented Information (SCI) material.
