This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. Salary Ranges are the following unless statutory/regulatory rates prevail. For the Redstone Arsenal, AL Location: $90,431 to $139,798 (includes 21.48% locality) For the Schriever AFB, CO Location: $89,128 to $137,784 (includes 19.73% locality)

Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. This position is part of the Department of Defense (DoD), Missile Defense Agency. The incumbent will serve as a Communications Security (COMSEC) Manager in the Department of Defense (DoD) Networks and COMSEC section of the Network Operations directorate in the Office of the Chief Information Officer, responsible for the for the overall management of the Missile Defense Agency (MDA) COMSEC program. As a IT Specialist (Security) at the NH-2210-3 broadband level some of your typical work assignments may include: Providing technical advice pertaining to Controlled Cryptographic Items (CCI), keying material and associated procedures while providing technical expertise in the areas of COMSEC and Secure Voice encryption equipment and classified material accountability, control measures, and various other security issues to ensure systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks and data in accordance with DoD and National Security Agency (NSA) policies and guidance Ensuring the rigorous application of information security/COMSEC policies, principles and practices in the delivery of all CCI and COMSEC material including installs, troubleshoots, programs, hand receipts, inventories, logs and maintaining COMSEC and secure voice encryption equipment and key materials Ensuring all personnel handling COMSEC are aware of, understand, and adhere to all security policies and procedures and are properly briefed, trained, and proficient in protecting COMSEC material Developing and implementing Enterprise COMSEC policies, procedures, manuals, and guidance.

  • This is an Information Assurance Workforce/Cybersecurity position coded for Level I in the Technical (IAT) Category. Selectee must have at the time of permanent appointment or achieve within 6 months of EOD.
  • Selectee must acquire continuing education requirements.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience providing technical advice and expertise for Controlled Cryptographic Items (CCI), Communications Security (COMSEC), and Secure Voice encryption equipment and key materials. OR Experience installing, troubleshooting, and maintaining CCI, COMSEC, and Secure Voice encryption equipment and key materials. OR Experience installing, troubleshooting, and maintaining the Key Management Infrastructure (KMI) system and network. OR Experience interpreting both military service and national level COMSEC guidance and instruction. OR Experience developing enterprise policies, procedures, and guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
