The mission of DEEOIC is to administer the benefits' provisions of the Energy Employees' Occupational Illness Compensation Program Act, which provides compensation and medical benefits for workers that sustain and suffer from employment-related illnesses.
The purpose of this position is to serve as Fiscal Operations Specialist for DEEOIC nationally
with responsibility for carrying out complex and difficult fiscal responsibilities for the Program.
This position is inside the bargaining unit.
Duties
Duties include but are not limited to:
Independently analyzes medical bill payment systems operations to identify deficiencies, errors, needed enhancements, or other recommended changes in operating systems, procedures, and/or processes.
Develops new or revised standard operating procedures and directives, advising or making recommendations to improve input and report processes and procedures of DEEOIC fiscal systems, and develops and provides training to staff on DEEOIC systems features, capabilities, etc.
Manages a centralized process of coordinating prior authorization requests; recertifying for continuation of need; ensuring proper processing systems and delivery tools are implemented; analyzing and auditing medical bill processing to reduce or eliminate potential waste, fraud, or abuse.
Credits Electronic Fund Transfer (EFT) payments returned to the Treasury for credit and cancellation. Requests payment histories to review, track, and ensure the appropriate credit and cancellation processes take place and to prevent potential fraud.
Analyzes fiscal operations, identifies areas for improvement and problematic billing practices, and develops new or revised methods and processes to help prevent internal fraud and abuse, improve accountability and efficiency (e.g., for the repayment of duplicate checks), follow-up tracers for lost checks, minimize over-or-under payments, etc.
Requirements

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Fiscal Operations Specialist, as described below.
For the Fiscal Operations Specialist, GS-0501-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for the Fiscal Operations, GS-0501-12 position includes:
Utilizing a medical bill payment system.
Developing reporting methodologies and policy for process improvements.
Auditing fiscal operations activities or systems.
Tracking and managing accounts receivables related to medical and/or compensation payments.
Performing debt management activities through research and analysis of debts.
Education
There is no education substitution for a Fiscal Operations Specialist, GS-0501, at the GS-12 level.
