The primary purpose of this position is to serves as an advisor performing a variety of financial functions involving formulation of branch & division program level budgets, tracking of execution status and/or analysis of program budgets, & financial performance studies for substantive research & development programs and support activities.

Duties

Responsible for project support for a wide range of functions which include assessments, program management, planning & contracting for a wide range of DoD and non- DoD national-level programs. Prepares detailed acquisition & management plans for technical programs, identifies and manages resources required to meet the goals and objectives of the current fiscal year. Prepares/coordinates purchase requests including supporting plans & briefings for new procurements. Evaluates program progress, initiates & manages corrective actions-especially those caused by or requiring resource management of the funds. Prepares budget forecasts, spend plans and obligation schedules.

  • This is a Financial Mngmt Level 2 Certified posn IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE DO-01: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Specialized experience may include formulating and tracking budgets, developing program priorities, prepare purchase requests and/or recommending new business management procedures. OR EDUCATION: successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your official transcripts. SPECIALIZED EXPERIENCE DO-02: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience may include providing planning, programming and budget guidance with consideration to fiscal constraints, provide expert counsel and analytical services, and/or identify and develop solutions to arising issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: PROBLEM SOLVING COMMUNICATION BUSINESS MANAGEMENT TEAMWORK AND LEADERSHIP PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
