Duties

The Division Chief, Strategy and Transformation serves as the senior authority/technical expert/Program Manager and exercises supervisory management for all Strategic Planning and Transformation activity that includes but is not limited to authoring/creating, monitoring, strategically aligning lines of effort, integration management, mission/vision/goal development, collaborating, briefing, and communicating and applying AF strategy for resources (SP3), planning, and improvement activity for AFNWC. Includes development, consultation, collaboration, tracking, and analyzing of various strategic plans/documents including metrics to validate/align organizational strategy. This position plans, directs, and coordinates activities for continuous improvement/innovation education/certification, SP3 activity, support agreements, facilitation development and execution, rapid improvement events, Airmen Powered by Innovation, and mission essential tasks list management. Provides expert advice/counsel to the Commander, and Director of Plans and Programs in support of all strategy alignment for resource requirements for nuclear materiel management, NC3 Integration, air delivered capabilities, ICBM systems, and nuclear technology and inter-agency requirements and staff support.

  • Master?s Degree in relevant management, business, military science, organization development, or military planning highly desired.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have one (1) year of specialized experience (52 weeks of full time experience) at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-13), pay band (NH-III) or equivalent. Specialized experience is described as expert knowledge of resource structures, programs, missions, functions, planning, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to analyze substantive mission programs to develop new systems and procedures to improve program efficiency and effectiveness. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: SKILLS AND ABILITIES: Mastery of advanced management and organizational policies, procedures, principles, concepts and theories along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and through knowledge of the military command's facilities planning, acquisition, and management process to prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives. Develops resource (staffing and funding) guidance for subordinate activities, and performs continuous appraisal of the utilization of organizational resources in accomplishing program objectives and goals. The work requires ability to direct complex studies requiring application of advanced analytical and statistical methods and techniques. Through knowledge of military command structure, missions, programs, and organizational relationships and thorough knowledge of quantitative and qualitative methods and techniques to develop project standards covering complex program functions or missions of the organization. Studies and analyses are of such scope that they frequently require a team effort. Projects typically involve development of new approaches to identify meaningful workload factors and performance quality levels, and determining accurate measurement techniques. Expert knowledge of wide range of principles, practices, and quantitative and qualitative evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the AF, or in measuring and evaluating organizational accomplishments to include used in project analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives operationally and strategically. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop course of action to better support mission objectives, select and coordinate with appropriate parties of interest, and champion organizational opportunities in the corporate process.
