About the Position: Serves as a Program Analyst on the HQ Installation Management Command, G-4, Energy Division, Current/Future Operation Branch, Fort Sam Houston, Texas.
Duties
Coordinates, directs, and provides arbitration for complex, highly sensitive or controversial Command issues related to developing and executing the Army IEWSP from preparation and development of the Army Program.
Tracks Garrison and HQ resource requirements and allocations through budget allocation to include but not limited to GFEBS and Resource tools available.
Performs integrated, independent analyses of issues across functional and appropriation lines.
Proposes solutions at the appropriate level for resolution.
Analyzes Energy and Climate Change issues in both Public Works facilities Operations and Sustainment, Restoration and Modernization (SRM) across all Regions and Installations.
Develops long-range resource guidance for subordinate activities in accordance with broad agency program policies and objectives.
Reviews and analyzes the utilization of Public Works resources in accomplishing program Energy and Climate Change objectives and goals.
Requirements

Specialized Experience for the GS-13: One year of specialized experience which includes thorough understanding of the material acquisition process and comprehensive knowledge of the goals, objectives, and structure of modernization projects at garrison level; coordinating, directing and providing arbitration for complex, often highly sensitive or controversial Command issues related to developing and executing the Army Installation Energy and Water Strategic Plan from preparation and development of the Army program; tracking resource requirements and allocations; formulating, managing, reviewing, interpreting, analyzing and evaluating Region installation management programs and projects.
Specialized Experience for the GS-12: One year of specialized experience which includes understanding of the material acquisition process and knowledge of the goals, objectives, and structure of modernization projects at garrison level; coordinating, directing and providing arbitration for complex, often highly sensitive or controversial Command issues related to developing and executing the Army Installation Energy and Water Strategic Plan from preparation and development of the Army program; tracking resource requirements and allocations; formulating, managing, reviewing, interpreting, analyzing and evaluating Region installation management programs and projects under the direct supervision of the supervisor.
Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
