Duties

WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Operations Mid-Atlantic The following are the duties of this position at the full working level. Maintains daily contact with high level executives including the IRS Commissioner, Deputy Commissioners, Business Unit Executives and their staffs. Analyzes maintenance situations that require specific knowledge of the Historic Preservation Act rules and regulations as related to building maintenance in order to make procedural judgments and decisions on the best methods required to resolve Internal Revenue Service maintenance issues. Performs the basic functions necessary for building management programs and commercial custodial services at an IRS facility. Has comprehensive knowledge of commercial custodial requirements and manages the technical aspects of the custodial requirements for a specific site location. Serves as the point of contact on predetermined technical requirements as related to the facilities within an IRS site such as: cafeteria/canteen, Childcare Center, trash pickup, bathrooms, open public spaces, window washing, floor polishing and carpet cleaning, recycling program, landscaping, snow removal, Credit Union, health unit, etc. Participates in meetings with program officials, customers, and contractors to identify needs, establish guidelines, develop schedules, program coordination, and reply to basic and complex custodial service requests. As a member of the Award Fee Determination Board, makes technical recommendations to the board regarding payment or non-payment of the quarterly award fees. Provides insight and recommendations to the Contracting Officer's Representative (COR) for full payment/deductions to regularly invoiced items in the Custodial contract. The CMS's input is valued and necessary for management and the COR to administer the contract and issue funds for the Quarterly Award Fee Cleaning Contract, including progress and partial payments. As a member of the Award Fee Determination Board, prepares routine forms and correspondence related to the administration of the custodial contracts. Reviews and evaluates contractor claims arising from problems and conflicts generated by differences in interpretations of contact terms and specifications. Participates in periodic meetings with the COR and contractor. Makes recommendations to management and the COR for corrective actions. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: IOR BASIC REQUIREMENTS: You must have completed a four (4) year course of study leading to a Bachelor's Degree at an accredited college or university in engineering, industrial arts, property management, or business administration or related field of study. OR One (1) year of specialized experience which was equivalent to at least GS-5. Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. OR Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. OR Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the above, basic knowledge of custodial requirements to manage limited technical aspects of the custodial duties (such as tracking man hours, preparing inspection logs, office cleaning, floor/carpet cleaning, restrooms, daycare/health unit (clinical cleaning), exterior building grounds, snow removal and pest control). OR Combination of education and experience equivalent to that described above. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-07: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. OR Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. OR Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the above, your experience must have demonstrated knowledge of custodial requirements to manage limited technical aspects of custodial work to perform effective oversight of operations, custodial work and contractor performance (such as tracking man hours, preparing inspection logs, office cleaning, floor/carpet cleaning, restrooms, daycare/health unit (clinical cleaning), exterior building grounds, snow removal and pest control); Knowledge of the following regulations and policies: Food and Drug Administrations (FDA) and local health department regulations Knowledge of state and local Hazardous Materials rules and regulations as provided by Environmental Protection Agency (EPA), OSHA (Occupational Safety and Health Act) and local Environmental Departments in order to determine the proper removal and clean up situation required when Hazardous Materials are identified; Knowledge of analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods; Experience in assisting with contract administration sufficient to identify problem areas/trends, to ensure contract conditions are met; Experience using basic knowledge of various automated systems and software programs such as: CMMS (Computerized Maintenance Management System). OR You must have one (1) year of graduate level education at an accredited college or university in engineering, industrial arts, property management, or business administration. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of a related field of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major related field of study or those courses in the major completed in the last two years of a related field of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR A combination of qualifying graduate education and experience equivalent to the amount required. Specialized experience continued in the Education section. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
OR
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
OR
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the above, your experience must have demonstrated knowledge of facility operations and the custodial requirements of various structures to perform effective oversight of operations, custodial work and contractor performance (such as tracking man hours, preparing inspection logs, office cleaning, floor/carpet cleaning, restrooms, daycare/health unit (clinical cleaning), exterior building grounds, snow removal, pest control and ensuring space is ready and available for Executive level needs); Experience using knowledge of state and local Hazardous Materials rules and regulations as provided by Environmental Protection Agency (EPA), OSHA (Occupational Safety and Health Act) and local Environmental Departments in order to determine the proper removal and clean up situation required when Hazardous Materials are identified; Historic Preservation Act rules and regulations in order to make procedural judgments and decisions; Knowledge of analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods; Experience in assisting with contract administration sufficient to identify problem areas/trends, to ensure contract conditions are met; Experience using basic knowledge of various automated systems and software programs such as: CMMS (Computerized Maintenance Management System).
OR
You must have a Master's or equivalent graduate degree in engineering, industrial arts, property management, or business administration.
OR
Two full years of progressively higher-level graduate education leading to a master's degree in engineering, industrial arts, property management, or business administration. ORLL.B. or J.D., if related.
OR
A combination of qualifying graduate education and experience equivalent to the amount required.
