The primary purpose of this position is to ensure that the Total Force Associate (TFA) aircrew standardization and evaluation program is accomplished efficiently and effectively by providing the chief of stan/eval and wing, group, and squadron commanders with detailed, real-time assessment of training effectiveness and information regarding all operations of the program.

Duties

DUTY 1: Responsibilities pertaining to Unit Sup, 847 and Trend Programs, FEFs. DUTY 2: Evaluates aircrew stan/eval program to ensure high standards. DUTY 3: Plans, organizes, directs activities in PEX; ensures program integrity. DUTY 4: Performs ancillary OGV duties.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with function managers; I also have in-depth knowledge of the automated systems, personal computers, hardware, and software. NOTE: Your resume must support your answer. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of various aviation management programs, policies and aviation service eligibility directives. 2. Knowledge of and skill in applying stan/eval directives, instructions, and manuals with emphasis on knowledge of personnel flight records maintenance, operating/navigating and troubleshooting PEX operating procedures and preparation, processing, and review of associated documents. 3. Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the PEX database. 4. Skill in evaluating the effectiveness of the program and developing strategies and recommendations for necessary improvements.t promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. 5. Skill in oral communication necessary to gain cooperation from others through tact, courtesy and diplomacy. 6. Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of policies and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
