About the Position:
This position is located within the Human Resources Division; Policy and Compliance Branch.
Duties
Develop, modify, evaluate and monitor execution of Human Resources (HR) issuances.
Follow established standards for policy/issuance documentation.
Conduct policy analysis and independent research on HR policy related topics.
Perform internal control evaluations to ensure policy compliance is consistently applied throughout the HR program.
Conduct independent research regarding procedural guidance to identify potential areas of improvement.
Interview subject matter experts, observe work processes, and communicate with appropriate staff members to research and analyze information required for the development or update of policies, procedures, and forms documentation.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- One-year probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes proposing resolutions to human resources operational issues, assisting in the development of human resources policies or issuances, conducting analysis of current policies to ensure compliance with established regulations, and conducting research of procedural guidance to identify potential areas of improvement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
