About the Position: The principal staff advisor to the Commander manages civilian and military workforce functions. Responsibilities include overseeing personnel actions, workforce analysis, recruitment, and compliance with policies. They also serve as a supervisor, managing subordinates, addressing performance, and resolving issues. The role involves guiding strategic decisions to improve workforce management.
Duties
Advise District leadership on civilian and military workforce functions, including staffing, retention, and performance management.
Manage personnel requests and actions, ensuring accuracy, compliance, and timely processing.
Oversee recruitment, assist with interview criteria, and ensure a diverse candidate pool through effective strategies.
Assist in the management of strategic administrative plans, aligning with District goals and USACE requirements.
Coordinate the District’s awards program, reviewing nominations and ensuring adherence to procedures for recognition.
Oversee subordinates, setting priorities, evaluating performance, and resolving employee grievances or disciplinary issues.
Requirements

- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).

Specialized Experience: One year of specialized experience which includes providing regulatory and technical advisory services for civilian personnel policies, procedures and requirements; reviewing organizational workforce plans; and utilizing software programs to extract data from personnel management systems to generate reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
