Duties

In this position, you will serve as Federal Preservation Officer. Typical work assignments include: The primary function is to review projects that have been recommended for NEA funding that potentially trigger National Historic Preservation Act (NHPA) Section 106 exclusion or National Environmental Policy Act of 1969 (NEPA) review as they relate to potential historical preservation and/or environment consequences, commonly referred to as NHPA/NEPA review. To facilitate successful outcomes, the incumbent will develop and maintain working relationships with stakeholders in the Section 106 process, including NEA staff, State Historic Preservation Officers (SHPOs), and Tribal Historic Preservation Officers (THPOs). Work with NEA staff to maintain or improve a system that records the progress of each review and assess the priorities for project review based on the project's period of performance. Prepare written responses to inquiries regarding the status of NEA review of project activities, and brief appropriate staff regarding potentially of complex and controversial projects.

In order to Qualify for this position, you must meet the following requirements: Specialized Experience: GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level performing the following duties: 1) Assisting with portions of reviews utilizing knowledge of Section 106 of the National Historic Preservation Act (NHPA) and the National Environmental Policy Act (NEPA); 2) Analyzing and evaluating how regulatory and/or enforcement programs are administered; and 3) Assisting with program evaluation and measurement techniques in determining the extent of compliance with rules and regulations. GS-14: You qualify for the GS-14 grade level if you possess one year of specialized experience at the GS-13 grade level performing the following duties: 1) Conducting reviews utilizing knowledge of Section 106 of the National Historic Preservation Act (NHPA) and the National Environmental Policy Act (NEPA); 2) Developing analysis and evaluation of how regulatory and/or enforcement programs are administered; and 3) Developing appropriate program evaluation and measurement techniques to determine the extent of compliance with rules and regulations. You must have experience with conducting reviews utilizing knowledge of Section 106 of the National Historic Preservation Act (NHPA) and the National Environmental Policy Act (NEPA) as described above in order to qualify for this position.
