This position is part of the Defense Security Cooperation Agency. Responsible for applying program management and leadership principles and practices sufficient to build an effective team; effectively interact with high-ranking officials within and outside the government; providing general program execution and performance oversight on program operations; developing, proposing, and implementing new program policies and strategies as informed by higher-level guidance, policies, and strategies.
Duties
As a Program Analyst (MoDA Deputy Program Manager) at the GS-0343-14 some of your typical work assignments may include:
Serve as the MoDA Deputy Program Manager (DPM), managing MoD Advisor requirements in coordination with Geographic Combatant Command (GCC) and Country Teams security cooperation requirements.
Develop long-term program strategies, multi-year plans, budgets, and program priorities in collaboration with DSCU ICB staff, ICB implementers, broader DSCU and DSCA, OSD Policy, Combatant Commands (COCOMs), other DoD entities, and civilian leadership.
Develop, provide, and brief required MoDA program-related information for ICB requirements and determination processes.
Leads coordination on MoDA recruitment timelines through continued coordination with contracted recruiting staff, which includes managing a repeatable interview process focused on selection of personnel suited to manage ICB with the PN.
Lead MoDA program assessments and reports on program achievements, recommending improvements and alternative strategies to achieve reporting standards.
Translate U.S. foreign policy objectives into informed recommendations regarding ICB and the MoDA program; including solutions and implementation strategies for resolving complex, controversial, high-profile concerns.
Provide formal and informal briefings, presentations, and information papers to include topics such as MoDA program benefits, strategies to assist PNs with ICB efforts, and MoDA program support requirements and limitations.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Applying program management and leadership principles, concepts, and practices sufficient to build an effective team; effectively interact with high-ranking officials within and outside the government; providing general program execution and performance oversight on program operations; developing, proposing, and implementing new program policies and strategies as informed by higher-level guidance, policies, and strategies
B. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
