About the Position: Manages the scheduling, planning and operation maintenance of the Range Operations Maintenance Section. Ensures all range and training area facilities are maintained to standard. Plans, schedules, coordinates, directs, and revises the day-to-day and long-range operations of the Range Maintenance Section.
Duties
As a Supervisory Range Maintenance Specialist, you will perform the following duties which is not an all-inclusive list:
Complies with record keeping of all assigned tools and equipment.
Coordinates necessary resource requirements, to
include budget information supporting maintenance and materials required for projects.
Performs personnel management and administrative
functions to include requests for personnel action, Performance Management and Appraisal, time keeping, leave approval, etc.
Responsible for the direction, supervision, and administration of maintenance operations on ranges, training areas, and training
facilities on Fort Eustis.
Provides technical advice regarding range and training area maintenance requirements.
Conducts inspections of areas and facilities being used by units to ensure repairs and
maintenance of all firing positions, lane markers, safety signs, obstacles, safety berms, roads and trails, etc
Utilizes Global Combat Support System-Army to ensure all heavy engineering and forestry equipment assigned to range maintenance branch are dispatched to licensed operators who have been appropriately selected, trained, tested, and licensed.
Utilizes the Range Facility Management Support System (RFMSS) to reserve ranges, training areas and facilities for
both scheduled and unscheduled maintenance.
As Government Purchase Card Holder conducts market research of materials and equipment for Maintenance Section. Prepares list of required
items and justification to approving officials for purchases.
Establishes and maintains a system of credit card purchases and General Fund Enterprise Business Systems (GFEBS) Purchase Requests/Purchase Order’s (PR/PO’s) in accordance with (IAW) regulations and guidelines.
Plans, directs and supervises subordinates and contractors ensuring mission essential functions related to range maintenance operations are
carried out safely, and to standard.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to acquire and maintain a valid state driver’s license for operation of government vehicles in the performance of work.
- Incumbent is required to work evenings, nights and weekends on a rotating shift, to cover 24 hour a day, 7 days a week range operation.
- Incumbent is required to be Master Driver Course graduate /certified within 12 months of employment.
- Incumbent is required to become a licensed operator of all assigned range maintenance equipment for which he/she will be responsible for as a
Master Driver.
- Incumbent is required to attend installation Facility Manager training and establish a facility manager role in the installation facility work request
submittal automated system within the 1st six months of employment.
- Occasional Travel may be required.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
Qualifications
The Installation Management Command (IMCOM) Directorate - Training (ID-T) is responsible for the Mission Command and leadership of 17 US Army Garrison commands and Support Activities that deliver and integrate Base Support services on Army installations to enable Army readiness. ID-T is aligned with the Training and Doctrine Command (TRADOC), the U.S. Military Academy, and the U.S. Army War College and is physically located at Joint Base Langley-Eustis, thereby, better enabling close collaboration with HQ TRADOC.

In order to qualify, you must meet the requirements described below. Specialized Experience: One year of specialized experience which includes: 1) ensuring adherence to proper maintenance safety procedures; 2) performing operational and maintenance support of range and training land facilities; 3) perform master driver duties ensuring personnel are properly trained and licensed to operate on-hand heavy equipment and machines; 4) coordinating and scheduling range maintenance activities in a range database such as Range Facility Management Support System (RFMSS); 5) maintaining accurate inventory of assigned tools, equipment, bench stock, and devices ensuring proper operability; 6) purchasing equipment/material required to support maintenance of ranges and training land facilities; 7) managing or leading subordinate personnel administratively and assigning maintenance task.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08).

Education: 2 1/2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Project Engineering Management. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
