This position is part of the Air Force Elements, U.S. Transportation Command.
The incumbent will analyze, evaluate, advocate, defend, and track joint Combatant Command strategic mobility, transportation, logistics, and enabling programs through the entire Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) process.
Duties
As a MANAGEMENT AND PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
Analyzing mobility, transportation, logistics and enabling programs' status and developing rationale to advocate for and support these programs through the following processes: Integrated Priority List (IPL), Unfunded Priority List (UPL), Transportation Working Capital Fund (TWCF) Budget Estimate Submissions (BES), Program Objective Memorandum (POM); Program, Budget, and Congressional Reviews.
In a fast-paced high visibility environment, prepares and delivers written and oral presentations such as talking papers, budget exhibits, strategic guidance, briefings, training sessions, consultations, and strategy sessions to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

- This is a Mission-Essential position performing a Mission-Critical function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the next lower grade level (GS-12) or equivalent under other pay systems in the Federal service, military, or private sector:
Intermediate experience with Department of Defense (DoD) (i.e., OSD, USAF/USSF, Army, or Navy/MC) financial or enterprise business intelligence systems and processes.
Expert knowledge of DoD PPBE processes/requirements; regulations/rules and issue analysis to independently negotiate command positions.
Thorough knowledge of DoD command structure, missions, air, land, and sea programs, policies, acquisition, program management, & organizational relationships; quantitative & qualitative methods to prepare mid- (3-8 years) & short-range (1-3 years) guidance for broad program policies and objectives and make PPBE submission recommendations.
Expert knowledge of DoD, Joint Staff, and Services planning, programming, and budgeting documents; mobility and transportation requirements and programs; the sequence of timing and key PPBE events and milestones and their relationship to combatant command activities.
Superior ability to communicate effectively orally and in writing, to negotiate, convey complex issues, provide training, represent the command at meetings, and maintain good working relationships.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
