About the Position: As a Public Affairs Specialist, the incumbent plans, develops, coordinates and disseminates information about USACE programs, objectives, and functions to both internal and external audiences through a variety of digital and traditional media.

Duties

Duties and responsibilities will vary depending on the level of the position, however you will be trained to develop into a full performance GS-11. Various duties may include: Design information or outreach campaigns in response to needs identified by the organization. Design web and social media strategies to help explain issues and controversial topics to the public. Produce multifunctional information products, including scripts, news articles, messaging, and talking points for events, publications, web sites, informational brochures, fact sheets and other products for public consumption. Produce digital multimedia products such as videos, photography, and graphical communication products using a variety of software to ensure maximum public access to organization information.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

The duties of this position lead to the full performance level of GS-11. Incumbent may be appointed to the GS-09 or GS-11. Promotions are not automatic. If selected at one of the lower grades incumbent may be non-competitively promoted to the next higher grade upon (1) meeting all regulatory requirements; (2) certification by the supervisor of successful performance; (3) completion of all training requirements; and (4) the availability of work at the next higher grade level. Minimum Qualifications for the GS-09: Specialized Experience: One year of specialized experience which includes:1) creating digital multimedia products such as videos, photographs, graphics, or text for online storytelling; AND 2) preparing information products such as news or feature articles to convey agency messaging to the organization or the public. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, journalism, public relations, mass communication, public administration, or a related discipline to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Minimum Qualifications for the GS-11: Specialized Experience: One year of specialized experience which includes1) using social media platforms such as Facebook, Twitter or YouTube to communicate agency messaging; 2) coordinating events such as ceremonies, press conferences or public meetings; AND 3) monitoring media coverage to measure the impact of public affairs efforts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, journalism, public relations, mass communication, public administration, or a related discipline to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
