Duties
NOTE: This recruitment is for a TERM position NTE 3 years. It is a time limited position and MAY be extended up to a maximum of FOUR years. For current DOI employees this MAY be a TEMP PROMOTION or TEMP REASSIGNMENT NTE. The position MAY be converted to a permanent, career or career conditional appointment without further competition as long as all requirements are met.
- Serves as a Public Affairs Specialist responsible for the design, implementation, and management of all public information and participation of a variety of projects, programs, and activities or efforts conducted and/or supported by the Bureau of Reclamation (Reclamation) California-Great Basin (CGB), Interior Region 10.
- Direct experience with event planning and project management, working with media, Very Important Persons (VIPs), public speaking.
- Responsible for high profile projects that are varied in scope and nature, and require the use of various technology, tools, and platforms (i.e., Twitter, Facebook, YouTube, Hootsuite, Flickr, ArcGIS StoryMap, Microsoft 365, OneDrive Adobe, Cision, and other relevant, communication and planning tools, etc.).
- Develops and implements strategic planning initiatives that assist with the prioritization, organization and roll-out of public affairs related materials including, but not limited to, communication plans/strategies, news releases, fact sheets, talking points, presentations, feature articles, speeches, brochures, website and web-based ArcGIS story maps, audiovisual clips/segments, for the purpose of reaching target appropriate audiences.
- Able to report on all project statuses, milestones, next steps, and resource needs while ensuring project details (i.e., project schedules, budgets, changes, etc.) are communicated and confirmed with the subject matter experts.
Qualifications

GS-12 SPECIALIZED EXPERIENCE: To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience but not limited to: Direct experience with event planning and project management, working with media, Very Important Persons (VIPs), public speaking; Writing and editing original news releases and features, fact sheets, content for social media and other information materials; event planning; develops, executes complex communication plans and campaigns; manage public affairs program (such as media relations, audiovisual, outreach, communications, and publication programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/19/2024.
