This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service. The incumbent will serve as a Management and Program Analyst (Program Control) in a developmental capacity that provides the knowledge, skills and abilities needed to perform the full range of duties as described in the target position description.
Duties
Specific duties include:
The Program Control Analyst incumbent is responsible for providing program support for risks, issues, quality, and schedules, contributing to the mission of the Service.
The incumbent is responsible for management of the day-to-day program reporting, including progress, risks, mitigation strategies, action item tracking, and tracking other issues affecting the successful completion of business plans and milestones related to Education.
The incumbent will manage the risk management process, ensuring program risks, issues, and mitigations are identified, impact dates are known, risks/issues are appropriately escalated, and risks/issues are routinely tracked and managed.
The incumbent will be responsible for managing the Integrated Master Schedule (IMS), ensuring program reviews are regularly conducted to ensure effective program execution.
The incumbent will identify opportunities to streamline the integration of the managed services vendor (MSV) roadmap and the IMS.
The incumbent will proactively identify and analyze critical trends and issues impacting the timing and sequence of key program events and milestones.
The incumbent will work closely with the Governance and Integration Lead and impacted stakeholders to create new processes to identify, manage, and escalate risks, track and manage action items, review quality standards, metrics, and controls, and integrate the DGIB SAFe roadmap with the critical path of the Integrated Master Schedule.
The incumbent is responsible for proactively analyzing current processes and recommending new opportunities to streamline DGIB PMO operations, including developing new processes and tools and identifying opportunities to automate existing processes.
The incumbent will also be responsible for proper communication and escalation of risks and issues to impacted organizations and leadership.
Reports system analysis findings and makes recommendations to ensure operational procedures and IT resources and applications are used efficiently and effectively.
Evaluates program effectiveness by review of reports, direct observation, discussion withteam members and consultation with customers.
Reviews operations, including the meeting of program milestones, timeliness of special projects, efficiency of methodologies employed, procedures followed, and controls applied.
Performs project management activities for contractor-based program development.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, GS-12, GS-13.

Virtual: This position is virtual. NOTE: This is not a remote position. This position will be located at a duty station in either Atlanta, GA; Buffalo, NY; Muskogee, OK; or Washington, DC. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Current employees of the St. Louis Regional Office are eligible to apply and remain at their current duty location. Telework for this position is available per agency and program policy.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
Specialized Experience: Examples of specialized experience would typically include but are not limited to knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
GS-11 ONLY- Education: Applicants may substitute education for the required experience for the GS-0343-11 grade level. To qualify based on education for this grade level you must have the following:Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR,
GS-11 ONLY -Combination: Applicants may also combine education and experience to qualify at the GS-11 level. Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position
GS-12 Grade Level
Specialized Experience: Examples of specialized experience would typically include but are not limited to knowledge of VA and VBA program goals and objectives, the sequence and timing of program events and milestones, and methods for evaluating the worth or program accomplishments.
There is no education substitution at this grade level.
GS-13 Grade Level
Specialized Experience: Examples of specialized experience would typically include but are not limited to experience in program and organizational analysis principles, methods, and interpersonal relations practices. Experience in analyzing (i.e., review and evaluate), comprehend and apply decisions derived from a variety of data or complex information. Extensive knowledge of the administrative laws, policies, regulations, and precedents applicable to the administration of VBA programs.
There is no education substitution at this grade level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some physical effort may be required to perform the duties of the position. The incumbent may sit to do much of the work and extensive use of a computer is required. Some standing, walking, bending, and light lifting may be required.
