This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, Washington D.C. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.

Duties

Planning, coordinating, and leading the installation, operation, and maintenance of head of state (HOS) secure voice and video communications links between the United States and other nations. Serves as the senior WHCA representative working with twenty-five foreign representatives to determine the secure voice requirements necessary to establish briefing and presentation sessions with the United States. Performs as a technical expert in the field of telecommunications on matters relating to the design, implementation, management and upgrading of secure/non-secure voice networks. Develops policy and provides technical advice in the area of secure/non-secure voice, voice systems and voice program management. Conducts special technical communications surveys, studies, etc., for improving secure/non-secure voice support to the President, the National Security Council, the White House Staff, the White House Military Office HQ, and subordinate elements. Participates in short- and long-term project planning and serves as the action officer when deemed appropriate by management.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Education: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience: Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. AND Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience with testing (data, video and voice) systems using Voice Over Internet Protocol (VOIP), Video Teleconference (VTC), Internet Protocol (IP), plus experience with cryptographic equipment. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum). This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. Education

There is no substitution of education for the Qualifying Experience at the GG-14 grade level.
