This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. This position is for DISA White House Communications Agency at Bolling AFB, Washington D.C. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.

Duties

Overseeing the management and operation of WHCA’s COMSEC program ensuring mission readiness and effectiveness of operational entities, to include unit readiness, and validation of COMSEC accountability processes and procedures. Recommends changes in existing processes and methods to enable communicators to stay abreast of changing COMSEC requirements, equipment, scientific advances in technology and missions or functions assigned. Administer the Agency’s COMSEC account to maintain up-to-date COMSEC account records and submits required accounting reports to the National Security Agency (NSA). Performs the full range of first level supervisory duties, managing a staff of subordinates, setting priorities and scheduling work completion within the branch. Provide the initial COMSEC briefing and debriefing to individual hand-receipt-holders and provide periodic training of all sub-custody holder/COMSEC users who receive COMSEC material from the WHCA COMSEC account. Oversight will include performing audits, inspections, and documentation of findings.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. or Experience Specialized Experience (for positions above GG-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. AND Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in exercising supervisory, technical, and administrative functions for a team of telecommunications, IT, and maintenance specialists, and oversees/manages contractor work. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum). This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. Education

There is no substitution of education for the Qualifying Experience at the GG-13 grade level.
