The primary purpose of this position is to serve as A management analyst that interprets and applies manpower policies and principles to improve organizations and mission effectiveness. Determines requirements, program and allocate resources, optimize funded authorizations, mitigate manpower constraints and shortfalls, and evaluate workforce mix to increase unit readiness and combat capability.
Duties
Advise leadership on the effective use of manpower for ACC organizations that plan and execute ISR, cyberspace, EW, and IO activities across the globe. Establishes and maintains Air Combat Command (ACC) Unit Manpower Documents (UMD).
Provides complex analysis and advisory support for service contract validation efforts, annual/long range manpower programming, civilian position management, and officer/enlisted grade allocation activities to shape functional priorities and resource decisions.
Advocates for and/or facilitates continuous process improvement (CPI) and problem-solving activities and cross functional manpower assessments to identify and correct root cause(s) of mission or resource degradation.
Represents the unit when participating in scheduled and unscheduled training events and cross-functional meetings at home or any temporary duty locations. Solicits feedback from internal and external customers to improve processes and enterprise-wide communication.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of pertinent laws, regulations, instructions, policies, and organizational precedents which determine how manpower authorizations are earned and used across the command. Knowledge of the leadership priorities, work processes and administrative operations of the organization. Knowledge of continuous process improvement analytical and evaluation methods used to understand complex issues impacting the efficiency and effectiveness of a specific function, program or team. Skill to evaluate and improve administrative procedures, recordkeeping practices and/or project management activities to increase productivity and organizational capability over time. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Department of Defense (DoD), Joint Service and Air Force principles for organizational structures, manpower requirements and continuous process improvement activities.
2. Knowledge of Air Force Management Engineering Program tools and procedures used to develop AF manpower standards and quantify manpower requirements.
3. Knowledge of the organizational frameworks, data systems and major processes that drive manpower activities for national intelligence and cryptologic programs.
4. Skill to evaluate and prioritize organizational information from different credible sources to resolve disagreements and improve how and where funded authorizations are used.
5. Ability to write and speak effectively; tactfully dialogues with peers, supervisors, and senior leaders at MAJCOM and HQ USAF to discuss and improve organizational capabilities and administrative processes.
6. Ability to listen, interpret and act upon the needs and concerns of process owners and functional leaders.
7. Skill using a computer to maintain, control and report data that will be used to make sound resource decisions.
