About the Position: At the full performance level incumbent provides Engineering Technician services in support of the United States Army Garrison, Directorate of Public Works (DPW) at West Point, New York.
Duties
Provide input throughout the design process and reviews plans and specifications for bidability, constructability, operability and maintainability.
Attend meetings with designers, project managers and Engineer firms to participate in decisions regarding project specifications, scheduling, packaging and other matters related to the construction process.
Upon construction contract award, assume primary responsibility for the project from the Engineering Branch project manager.
Resolve technical issues on projects or elevate issues to the branch chief for resolution.
Identify requirements for modifications and initiate documentation and justification for contracting and budgeting actions required, prepare scopes of work and cost estimates.
Incorporate modification work into the project, rescheduling and reprioritizing associated work as required.

- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience:
GS-09: One year of specialized experience equivalent to the GS-08 level in the Federal service which includes experience planning and/or programming repairs and maintenance in areas such as mechanical, electrical, grounds maintenance, plumbing and utilizing various automated/work order systems such as Excel, Access, and Word.
GS-11 One year of specialized experience which includes:1) Assisting with planning projects related to the construction, maintenance, and/or repair of facilities; 2) Assisting in the preparation of administrative documents; and 3) reviewing construction project proposals and/or plans.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
