Duties

You will serve as the Information Operations (IO) Principal Assistant Program Manager (PAPM) in support of the PMW 120 Battlespace Awareness and IO program office within PEO C4I. You will manage a large, technically complex portfolio of Information Operation (IO) and Counter - Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting (C-C5ISRT) systems. You will be responsible for the oversight of requirements definition, research and development, capability development, integration, testing, training, production, installation, sustainment and execution of multiple IO Programs. You will serve as PEO C4I's Lead Capability Integrator lead for C-C5ISRT. You will represent the Program Manager (PM) in briefs to Congressional Staffers, Chief of Naval Operations, Type Commanders, Operational and Joint Test Commands, U.S. Government agencies, and representatives from foreign allies. You will manage cost, schedule and performance of a portfolio of related acquisition efforts and lead a team of Assistant Program Managers, Project Managers and their personnel as required. You will manage all phases of program acquisition life cycle to include definition, development, design, integration, test and evaluation, acquisition and contract strategies, cost estimation, scheduling, production, training, and disposal. You will prepare program budge estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate post-award activities. You will effectively lead, integrate and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems encountered. You will communicate program information across the PEO and other relevant organizations to facilitate leveraging opportunities and assess near and far term requirements and technology advances. You will work across both product-based and platform-based programs to ensure optimal use of resources, sharing of best practices and synchronization of effort.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position requires a Secret clearance with the ability to obtain and maintain up to Top Secret/SCI.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing cost, schedule, and performance of a large technically complex portfolio of Information Operation (IO) and Counter - Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting (C-C5ISRT) systems. Responsibilities include the oversight of requirements definition, research and development, capability development, integration, testing, training, production, installation, sustainment, contracting, budget planning and execution of multiple IO Programs as well as PEO C4I's Lead Capability Integrator lead for C-C5ISRT.
