You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM MANPOWER ANALYST in the Joint and Resource Sponsor One (RS1) Manpower Requirements Branch (N13M3), Total Force Manpower, Training and Education Requirements Division (OPNAVN13M) of PERS WASHINGTON.

Duties

You will conduct competency-based needs assessments to determine the knowledge, skills or competencies needed to meet mission requirements. You will influence managers to implement organization improvement recommendations that m ay encounter resistance (e.g., organizational conflict, competing objectives, resource issues). You will collaborate with managers and personnel to implement process changes. You will analyze manpower and personnel operating procedures requirements to identify problems. You will develop strategic performance measurement data to address the linkage between strategic measures and operational requirements. You will develop team goals, objectives, work plans, or strategies in compliance with an organization's strategic plan, mission, vision, and values.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) conducting assessments and preparing high-level briefs, point papers, spreadsheets, data analysis, (2) advise on policies and procedures related to Joint manpower utilization; (3) liaise with Joint organizations to support military and civilian personnel in managing Joint manpower packages and publications; (4) Contributing to the successful outcome of Joint manpower issues, resourcing outcomes, and familiarity with manpower systems (ex. TFMMS, PBIS, MMS, etc.); and (5) Applying expert knowledge in influencing and negotiating. NOTE: This experience must be supported by your resume.
