You will serve as a FINANCIAL MANAGEMENT ANALYST in the PROGRAM AND BUSINESS ANALYSIS DEPARTMENT of NAVAIRWARCENWPNDIV POINT MUGU.
Duties
You will assist in formulation of budget and estimates to support plans, programs, and activities.
You will review and evaluate budget requests, control and reporting of obligations and expenditures.
You will provide information about, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
You will perform specialized work involving managerial or administrative work in connection with accounting systems; analytical, forecasting, and interpretive functions associated with the management and control of resources or funds.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
Qualifications
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate related duties to the following: 1) Working with financial analysis and interpretation and evaluation of funding plans; 2) Tracking funding, validating expenses, reviewing transactions in accounting system, and reconciling accounts; 3) Making recommendations for financial data corrections; 4) Utilizing Microsoft Excel to extract data from automated systems and format into reports; 5) Demonstrating strong written and oral communication skills.
GS-07
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Assisting with data entry into automated systems; 2) Assisting in providing administrative support, financial support and financial transaction processing; 3) Demonstrating strong writing, oral communication, and teaming skills; 4) Researching and reviewing guides to support program activities.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-07
1 full year of graduate level education
or
superior academic achievement
