You will serve as a Financial Management Analyst in the Comptroller Group, Budget Dept, Budget Formulation & Planning Div of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will perform all aspects of budget formulation, analysis, presentation, execution, and review of all personnel resources to support the NAWCWD mission. You will provide leadership and direction through communication to the NAWCWD Budget Formulation Division Head, Budget Officer and other Senior Level Managers within the Comptroller Department. You will present and justify budget submissions to the Commander, Naval Air Systems Command, (NAVAIRSYSCOM), Office of Budget/Fiscal Management Division (FMB), and Office of the Secretary of Defense (OSD) analyst counterparts and top management. You will perform major complex analysis of overall NAWCWD manpower levels, including manpower trends. You will promote and implement continuous improvement of procedures, products and services.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

(GS-13): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Developing, presenting and examining budgets using the federal budget process to achieve program objectives; 2) Using analytical methods to gather, analyze, and evaluate financial and budgetary information for the purpose of resolving complex problems; 3) Developing forecasting patterns to predict changes in operating programs; 4) Ensuring manpower and funding for critical programs are obtained in a timely manner. (GS-12): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Assisting in the development, presentation and examination of budgets using the federal budget process to achieve program objectives; 2) Using analytical methods to gather, analyze, and evaluate financial and budgetary information for the purpose of resolving complex problems; 3) Assisting in the development of forecasting patterns to predict changes in operating programs; 4) Briefing management on manpower and funding requirements for critical programs are obtained in a timely manner.
